Repeated Issue with "Replace Boot Volume" on Free Tier Instance

Summary:

This is the second time this week that I have experienced an issue with my Free Tier instance (VM.Standard.A1.Flex) after using the "Replace Boot Volume" feature. I replaced the boot volume with a new volume containing an Ubuntu image. Following the replacement, the instance initially restarted and appeared to boot correctly. However, within seconds, it transitioned to a "Stopping" state and has remained stuck in this state.

Attempts to reboot or start/stop the instance have been unsuccessful. Each attempt results in the following message: "The instance is currently being modified, try again later." Additionally, I am unable to terminate the instance without potentially losing my Free Tier resources.
