Clone Environment process is failed

Summary:

We have some restructuring cases that make our dimension entity shared member can exist before its primary member.

This become an issue when we try to clone environment and/or import snapshot because the import journal process is failed (we have journal for that shared member entity).

Is there any solution for this issue because we cannot import the journal partially like what we did for ownership data?
