In Team tab for item, I add a person on 1st table, but can't add action on 2nd (empty search result)

Summary:

On private class item, I want to grant specific person to do specific actions. So I move to the item's Team tab, add a row for the person, and then on the lower table I want to add relevant actions like 'View Item Basic' or 'Create Item Class Item' (just as examples) but while trying to search upon actions I either get an empty list or a list of actions that I created through the security console (Administration-->Manage Database Resources-->search and edit EGP_EGP_ITEMS_EFF_B-->Action tab) but nothing general or out-of-the-box actions.
