Is there a way we can restrict Users from adding/inserting top nodes

Summary:

Requirement is to not to have users access "Add Top Node" and "Insert Top Node" icons on the right side corner of the viewpoint

Content (please ensure you mask any confidential information):

Users are creating top nodes when they are not expected to. We can restrict adding top nodes by creating custom validation but looking for option to not display "Top Node" related options on viewpoint. I didn't see option at Node Type/Hierarchy Set permissions section to restrict user from adding top nodes.
