How to upload Image with Hyperlink without using WebCenter

Hi,

We want to customize a page in our Oracle environment by adding a banner. We would like to upload an image with a hyperlink. However, we would prefer not to use Oracle WebCenter for this task. Are there any alternative methods or approaches within Oracle that would allow us to upload an image?

We already tried uploading the image to SharePoint, but unfortunately, the image is not showing up on the UI.

We would appreciate any suggestions or guidance on how to achieve this customization without relying on WebCenter.
