Is there a way to fire a pop up error message

Path: Supply Chain Execution → Quality Management → Inspection plan Page.
In the above screenshot, our requirement is to fire an error pop up message if the Name field exceeds 20 characters or has any blank space for particular Organizations only. We are not able to do that.
