Create an Additional Test Environment

Is it possible to create a TEST Instance only (without creating production pod) for an existing Business process (EDM), we have an existing application with default pods (TEST, and PROD). an additional instance is needed for dev/testing purpose, client has no licensing restrictions. Per this document it shows we can create, but i am not really sure. Any help would be appreciated
