Migrate users from one cloud instance to another

We have several test cloud instances . We create test users in a test instance to try out functionality and when the instance gets refreshed we lose the users.

We would like to be able to select test users and migrate them as necessary to other test instances or to the same instance post refresh.

Has anyone done this in the past and if so please let us know how
