REST API to create the Contracts in RMCS.

Summary:

We are using sales Force and other Third Party applications to capture the Customer Orders. Is it possible to use the REST API to create a Contract in the Revenue Management Cloud Services (RMCS).
For this is it required to the to have the access to the OIC (Oracle Infrastructure Cloud )?
