Adding Reports and Analytics

Summary:

We're trying to add Reports and Analytics for all HR users. We've tried adding

ATK_MANAGE_REPORTS_AND_ANALYTICS_PRIV

Also went to add BI Consumer, but it said there were no need privileges added. We've added it, done all the usual processes, but the tile still doesn't display. Can anyone advise please?
