Sticky Process Guide Steps when trying to drag and drop steps out the way

Summary:

We are finding that when we are trying to reposition a process guide step by hovering and dragging from the top of the step, we are able to reposition almost anywhere on the screen with no problem. But should the tip get dragged over the target selector for the tip, it is resetting itself back to its original position. The problem then occurs when you try to move it again, the tip gets stuck to your cursor and can only be uncoupled by refreshing the page.

Is this expected behaviour, or is there any settings that can stop this behaviour occurring? Thank you!
