End Date Standard Cost (Material, Resource, & Overheads), without setting new standard cost

Summary:

Is it possible to End Date Standard Cost for Items, Resource and Overheads without setting a new standard cost. Examples Below:

(1) We would like to end date the buy item standard cost for a purchased item that is only used once every 3 years. This will require the cost accountant to get updated Buy Item cost once the item is transacted again in the future as there is no effective cost in the system at that time. (ie. Error in Create Cost Distributions and Validations)

(2) We would like to end date Work Center Overheads and only use a Resource Rate that captures the overhead amount. We have determined Overhead functionality does not best fit our business needs as it is only applied at product completion and not captured in an In Process Work Order.
