Driver assignment error

We're facing the below error when trying to assign a driver:

Driver assignment to shipment is not feasible as the driver is already assigned to one of the downstream shipments.

We want to know on why this error usually happens as we're facing this error for the first time, and we just have multiple shipments planned for one order where all of them are having the same stops and shipment start and end times.
