Can I make custom scheduled process to send notification when a condition is achieved ?

Summary:

Hi,

I am using object work flows to send mail notification when the condition achieved, but object work flows must trigger when the record is created or updated.

I need for example to send mail notification when it's remaining one month for expiry date for example. In this example there is no thing to trigger, there is no record created or updated, so can I make custom scheduled process or something to run daily and check the expiry date when it's less than one month it send notification to users to notify them.
