Why can't I activate, deactivate, or pause programs in Eloqua even with our Admin account?

I just noticed I can't I activate, deactivate, or pause programs in my instance of Eloqua even with our Admin account? Does anyone know what the issue might be? The buttons are completely missing and in the permissions window the Activate checkbox is unclickable.
