Custom BIP Report for AP Subledger Integration with ARCS

We are attempting to utilize the Oracle Payables Trial Balance Report to integrate the AP subledger into our ARCS instance. We've noticed that the out of box version appears to only work as a point in time immediately after the AP subledger is closed. For example, when closing the month of October in November, running the report on November 5 with an effective date of 10/31 no longer yields accurate results. Can anyone else confirm this experience and provide any guidance on being able to schedule the integration in ARCS when we don't know month to month precisely when our
