Running Evaluate limited eligibility does not update eligibility status

Summary:

We were asked to move a manager from one plan where he was eligible, to another plan where he had limited eligibility. we handled the updates manually in Administer workers. Then we were asked to reverse this change. Steps taken:

From Admin worker we ran "Reprocess or Add to new Plan" process for the 2 plans. His eligibility for the initial plan was restored as expected, however in the second plan where he previously had Limited Eligibility, he became Ineligible.

Ran the Re-Evaluate Limited Eligibility refresh using Fast formula to limit to this individual, but he remains ineligible. Re-tried after checking the "Track Ineligible Employees" check box in plan configuration but no luck.
