Discount Rule is not getting applied

I created a simple discount rule, but it wasn't being applied. After investigating, I found that the charge and sub charge types on the discount rule were different from those on the price list. Specifically, the price list had a charge type of "Sales" and a sub-charge type of "Price," while the discount rule had charge types of "Duty" and "Fee."
Once I aligned the charge and sub-charge types of the discount rule with those of the price list, the discount (or mark-up) was applied without any issues.
What is the industry standard for handling surcharges such as Duty, Handling, Service, and Insurance in this kind of situation?
