Which merge field do I use on an email template for user email?

I've created an email template to use for a req-specific candidate status automated email that requests the candidate to send something to the user who generated the email. When I use the merge field <<user_email>> or <<user:employee_email>> it comes up blank. I don't want to create a separate status for each user. Any thoughts on how I can accomplish this?
