Is there a way to change the instructions on the 'Send Offer Letter' Windows. (See Screenshot)

Hello:  I am wondering if there is way that I can change the instructions on the 'Send Offer Letter' window myself or do I need to submit an SR? Or, is it even possible? I was able to turn on the Resource ID's, but now I can't seem to find where I can change them. We want to add some additional instructions to what is already existing.
