Mass End Date Absence Plan

We have an accrual plan that employees are automatically enrolled in upon hire based on certain eligibility. On their second 1/1 of the year with the company they are eligible to be enrolled in a Lump Sum plan where they receive all of their hours assigned to them 1/1 of that year. There is nothing in the fast formula or plan itself to switch from one plan to the other. Last year it was done manually. I would like to mass end date and, if possible, mass enroll the employees in their new plan to decrease error and manual adjustments.
