Learning Plan Report not returning all data

I have this report that I need to pull Learning Plan status for 14 different Learning Plans. When I pull it, there is around 2,000 rows. When I pull just 1 Learning Plan there is 1,400 rows for just that one. There should be 30,000 rows for all of them. I tried different joins, full vs standard, and still not all the data. Can someone please review and see what I am doing wrong.
