Need to create Instance level security lists within VCN

Need help to configure security lists at instance level not at subnet/VCN level.

Dear All,

We have a VCN created having public and private subnet containing two instances (one JCS and other is DBCS instances) in this VCN.  VPN is also created access from on premise to OCI private subnet.

We are able to access both in instances via public and private ip's by updating default security list for VCN. This security rule is created at VCN level hence both the instances are allowed in this. We need to create different rules at instance level and not at VCN level.
