Installing ADFDi add-on in secure environment

We are looking for a method of installing ADFDi and pre-reqs for people with locked down PCs.

In our current environment users can download but not the ADFDi installer due to security restrictions on their device

. In addition any pre-reqs cannot be installed as they will not have local administrator rights for their device.

Has anyone packaged the Plug-in and the pre-reqs such that the ADFDi can be requested via a self-service portal, such as Service Now, and have a scripted install instead of letting the user download from within Oracle and installing themselves?
