Goal Approvals - Withdraw Option for Employees

Hi,
I have created a new Goal and the Employee submits the change for approval. However, they decide they want to continue updating their Goals and wants to Withdraw the submission. I therefore, navigate to the Employees 'See how it's going.' page and their is a Withdraw button but it doesn't appear to do anything. If the Employee clicks on the Withdraw button they need to submit the change to the Manager which the Manager needs to approve. Is this intended? I was thinking the Withdraw would allow the Employee to stop the approval and to continue editing their Goals; they
