Learning Assignment Withdrawal Approval process triggering back to back approvals

When a Learner clicks on the Withdraw button from the 'Selected Offering' section of a Course the system triggers 2 part approval process.

I'm keen to get the community feedback on this one. It looks as though when the Learner clicks on 'Withdraw' from the Selected Offerings section within a Course it triggers the withdrawal for Offering and then as soon as the Approver 'Approves' that request the system automatically triggers the withdrawal from the Course level as well.

If the Learner was to Withdraw from Offering level - shouldn't that mean they can still enroll in another Offering available on the Course without having to withdraw from Course level too?
