Punchout Catalogs and UNSPC Codes

Is there a need to migrate UNSPC codes to Fusion?

Our scenario is :

1. Punchout catalog holds 27000 UNSPC codes.

2. We want to hold the INTERNAL VALUE for the UNSPC code  on the requisition line using the 'Supplier Content Map Set'.

3. Question : Do we need to create a category item for every UNSPC code in Fusion in order to provide the internal value? We want to avoid migrating 27000 UNSPC codes to Fusion but can see no way around this is we are to maintain the internal values

4. If we do have to migrate the UNSPC codes - how do do it? I believe there is no FBDI loader for category items.
