We have a requirement where business wants to send an negotiation for approval before even publishing as a part of pre approval. Once the negotiation is approved then they come back and continue with negotiation creation and publish it for further approvals. 

Business justification : Business has three document analysis Procurement Plan, Strategy and risk assessments documents. Once they are uploaded in the negotiation at the over view page. These will go for approvals for analyzing the documents and approve.
