Has anyone seen any recruiting jobs cause the candidate to be withdrawn on the ORC side?

We've had 2 hires that, after processed on the HR side, show up on the ORC side as "Withdrawn by Candidate" and the name stamped on the action in reporting is the person's name who scheduled all of our jobs. It also triggers the withdrawn notification to the candidate and the hiring manager though the candidate themselves did not withdraw.
Has anyone else seen this?
