How does the system generate auto creation of POs when there are multiple CPAs for one vendor?

When one supplier has multiple CPA's with one organization, how does the system know which CPA to pick on the PO, when the PO is auto created? I have the negotiated check box checked on the REQ and the settings for the CPA's are to autogenerate PO's that hit the CPA. 

 

To give an example, the client has 1 BU/Req BU and has multiple departments that fall under that BU/Req BU. Different departments/cost centers have different CPAs with the same supplier. Department1 has a CPA1 with Amazon for specific terms and Department2 has CPA2 for specific terms and agreement amount. On the CPA, you can make it accessible to different BU's but in this case there is only
