Transfer the ability to Manage Participant Feedback when Transferring a Performance Document to a Ne

When we transfer a performance document that includes the Participant Feedback task to a new manager, they do not have the ability to manage participant feedback.Content
When a line manager transfers a Performance document for one of their employees to another manager, new manager is then able to act on the entire document, entering ratings and comments. But the new manager does not have the ability to request any participant feedback. The original line manager ALSO doesn't have access to request/manage participant feedback while the document is transferred to the new manager. Basically, the ability to request/manage participant feedback does not carry over when the document is transferred to a new manager (and also effectively locks the original manager from requesting feedback too), which seems odd given that it is something built into our document process.
