How to share org goal with new hire employees

Dear Experts - Since there is no longer a separate Organizational plan required, How do the new hire employees continue to have the organizational goals shared automatically after the performance goal plan is assigned? I have used HDL loader to assign the CEO goals to be shared with current population. Would highly appreciate your quick response as we are trying to kick off our annual goal planning cycle and noted that the new hire employee (during test) did not get the org goals shared and only has ability to add performance goals.
