How to Create Employee Record using REST APIs without a Position Code

Using the REST API for creating workers, /hcmRestApi/resources/11.13.18.05/workers , I am trying to create an employee without any Assignment information like Job/Position/Department/Grade or Location. The system gives me error that a valid value of PositionCode should be provided.
You must enter a valid value for the positionCode field. (PER-1530231).
Is there a system config setting which I can use to switch off this validation? I am able to create an employee using New Hire screen from the UI, but web service gives this error.
