Eligible Salary not displayed when defining the Overall Budget even in case of eligible employees

Hello experts,

all budget pools have been created as Fixed amount.

However, I have noticed that for some pools the eligible salary is equal to 0 even if there are eligible workers for the component linked to the budget pool, while for the others is displayed under the same configuration. For example, in the attached screen you can see that for the selected budget pool, there are 8 eligible employees with a salary basis; but when defining budget pool for those employees the Eligible salary is 0.

Why for some budget pools the Eligible Salary is displayed while for others not?
