Pre-Transformation rules not triggering correctly.

We have written a pre-transformation rule to update "Invoice Transaction type" in SO lines based on Order-type and Line-type combination. The rule is correct but not triggering at correct time. 

Means once we are create an order with Order-type and Line type combination, the Transformation rule is not working.

Then we are selecting wrong order-type and again switching it back to correct one, at this stage the Transformation rule is getting triggerd.
