is it possible to add LOV to the attributes that are defined in Attribute lists without using weightages and scores

We have a large list of attributes that the supplier should respond to. But we want that the responses are controlled by a list of values. However Attribute lists do not provide this feature. 

1. Attribute acceptable responses are enabled only for required attributes

2. Even for required attributes it is mandatory to provide weightage and score to be able to enable the acceptable responses.

 

Please suggest how to achieve this functionality.
