Manage Employment & Promotion Approval Rules Conflict

Manage Employment Approval Rule will be fired in case we made Promotion from Person Management Page, while if we initiated the Promotion from the Responsive UI Page "Promote" then the "Promote" Approval Rule will get fired.

Is this the normal ? From code maintenance best practice point of view the Approval Rule should be developed once using either "Promote" or "Manage Employment". Keeping in mind the "Manage Employment" Approval Rule handles all the active Actions as such as Transfer, End Probation, ... etc.
