Alternate approver for journals

Hi,

We have defined 4 rules for journals, the approver should not approve his own journals.

Here Managers are not defined for the users. So, it is not possible to assign to manager for approval to prohibit user self approval.

Only one approver is there for each rule.

The journal should be routed to another approver , How to do this?
