Enable notification on inbound Flow pattern only when HDL load fails

Hi, I have a requirement to enable notification on a inbound flow which uses a transformation FF to delete person level costing. 1st task is a BI report which fetches all those people who have person level costing and other 2 tasks are generate and initiate HDL. When there is no data sent on the BI report, generate and initiate load tasks end up with critical error because they dont have any data to load, which is a false notification. I want a notification only in case BI report has some records but the HDL failed to update the costing
