Can Inter-Project Billing work for projects in the same BU?

We have PPM configured in a single BU.

I am creating an Internal Billing Contract, with a contract type for inter-project billing. It is not allowing me to select a receiver project on the contract line, even though I have enabled some projects to "Allow Charges from All Provided Business Units".

Will Inter-project billing work in a single BU?
