Manually allocated checklists do not follow defined delay duration rules

When creating a checklist template the user can define 'delay duration' on specific tasks. When manually allocating checklist, no delays are taken into consideration.
Content (required):
E.g. in onboarding process a probation period survey can be delayed by days / weeks / months. However, if automatic checklist allocation does not work for some reason and the (entire) checklist needs to be manually allocated to the new hire, 'delay durations' are not taken into consideration but all tasks become active immediately. We have asked about this earlier and we have been told that this is expected system behaviour. Any experience on this issue?
