How can we enable JET UI in the configuration?

I am not sure whether our Configuration instance is enabled for JET UI or not. From some documentation, we got to know that we can enable the JET UI from the "Layout Access Control" option which is available at Product Family Level. However, I am not able to see this option any where in our instance. Let me know how to enable or check for JET UI for my instance in this situation.
