Date Incorrect in Report Output

I can't get the date to be correct in the Excel output

I have a report that is pulling from the AP tables. The date fields are set to True for Ignore User Timezone in the properties for each of the columns  (I did have this as False before though). I have tried to change my default timezone in my preferences and change the timezone in the output. Not a single combination seems to be working. The server timezone is set to UTC. My physical timezone is EST.

I feel like I did have it working at one time when I was running it ad-hoc, but the past two nights it is not working when it is scheduled. Is this a common issue?
