Intercompany Billing Setup - Receiver Project LOV is null

The Receiver Project is not in LOV on the Contract Line

 I know this is user error and/or lack of understanding and I'm grateful for any guidance.

Completed all of the setup interco billing setups

The BU is the same for both receiver and provider but the legal entities are different.

Created receiver project and enabled cross charge on project and task. Added customer and customer contract and project is active.

Create the contract:

BU = BU1

LE = Provider LE

Type = Sell: Intercompany Project Lines

Primary Party = Customer for Receiver LE
