Is there a way to create a notification in Offering if there are NO Activities?

Summary:

Hello, we would like to know if there is a way in the UI to notify Learning Administrators that there is currently NO Activities in the current Offering?

Content (required):

After enabling Activity Sequencing, a new Tab for Activities is available and currently when administrators leave the Offering WITHOUT an Activity, notifications are not prompted. This results to a future issue/scenario where if an administrator forgets to create an Activity on the Offering and proceeds to add new Learners, the new Learners will automatically Complete the Offering with 0/0 Activity Progress. The completed assignments cannot be re-activated and undo which can only be removed via HDL (Delete and Purge).
