Which email does Help Desk validate against when an employee submits an SR via Email?

It is stated that the email is "validated against the employee record in the database." What does that entail?
Content (required):
Expectation would be that any recorded email in an employee's record would be validated against. However, this has not been our experience. I would like a clear answer on which email in the database is used to validate the inbound email to submit and SR via Email.
