Conditionally Prevent Submit Button for Offers

We have a requirement where:

1. We need to prevent Offers from summited for approval after drafting in complete

2. for a certain role

3. and for cases of internally mobility (Global Transfer and Transfer)

There is no privilege for the Submit button and we cannot access it via any customization tool.

How can this be achieved?
