How can access the data securities REST API without Manage data access for users privilege?

Summary:

We are trying to invoke the dataSecurities REST API from VBCS. However, it appears that the "Manage Data Access" privilege is necessary for this call. Since granting this privilege against to SOX compliance, we can't assign it to end users. In light of this, we need to find an alternative approach to accessing the dataSecurities REST API without assigning "Manage Data Access" privilege or without relying on the requester's credentials within VBCS. Is there a solution for this scenario?
