Performance Doc moving to complete after transfer to manager for additional edits

While doing some testing on our year end performance document, we noticed that the documents skip the Share Document task and move to complete after being transferred to a different manager for additional edits.

Our Process flow looks like this:

In the scenario we were testing, the worker self eval and manage participant feedback tasks are completed, as well as the manager eval of workers, so its sitting in Share Performance Document. The original manager transfers the document to a second manager, who selects "Edit submitted Manager Evaluation", makes some edits, and then hits submit. The document the moves to a Complete status, while we're expecting it to still be on Share Perf Doc.
