Learning history/transcript at assignment level

Does Oracle Learning store learning history at the person level or at the assignment level?

We have a requirement to store learning history of the employees at the assignment level (due to local compliance regulations). For e.g., learner is required to undergo a certain compliance course to be able to work in particular country. If a secondary assignment is created for the learner, the learner needs to take the compliance training again and transcript should be saved against the secondary assignment.

Does Oracle Learning store learning history at the person level or at the assignment level? Based on my research, I understand it is at the person level, but looking for some validation from the community. If yes, how can we enable that?
